Bus operational complaint

I have a Big concern with the Tshwane bus Services.. You go and recharge your monthly bus card and they do not tell you that the buses are not available.. You go to the que and wait for the whole good 2hrs and still no bus. And no communication this service is becoming poor and poor everyday.
