Electricity outrage

Im a citizen in Postmasburg n/cape i have a prepaid meter and as im running a guesthouse i buy 5500 electricity a month. Our elecktricity ia cut of 2 times a day because the munisipality havent payd eskom. We all feel its unfair as we dont owe eskom any money but the municipality do, why must we suffer. The other people in the locations do have power . Im realy shocked as a payer in eskom. As they must take there smart bakkies that they drive and all the house and everything amd sell it to pay the amount thats in arears. We are lawfull payers why must we sit without power for there negligians?? Please i realy hope i here from you as i will ask help every where i think is posible. Greetings
