Tristar Tyres, Spaarwater. Non delivery of promised goods.

I responded to an add for tyres. Price was R14000.00 for a set of 4 tyres. I negotiated with Richard Greenberg. We agreed on mutual trust agreement, that I would pay R7000 deposit, after which he would dispatch the tyres via Courier Guys, to me. I undertook to pay the outstandinh amount on receipt of the tyres. This arrangement was later changed, as according to Richard, they has lost money previously. They requested that I pay the full outstanding amount of R7000, before they dispatch the tyres. I said that I was not happy with this change, as this left me totally out of pocket with R14000 with no guarentee of receiving the tyres. An alternative arrangememt was agreed, whereby they would dispatch the tyres to a local Courier Guys near me. I would have to pay the outstanding R7000 before I could collect. I 100% agreed with that. This is when the stories started. Suddenly the lady at the office, Charne, apparently stopped the shipment to me, as the full amount was not yet paid, even though I had agreed with Richard otherwise. He promised to drive to Courier Guys in Randburg, to see that tyres is shipped that day. He later confirmed that he had made the arrangement, and would send me a cooy of the waybill as soon as he gets back to the office. This never happened, and to date I have not yet received my tyres as promised. I am still willing to honour our arrangement, that I will pay the outstanfing balance of R7000, as soon as the tyres is delivered to a Courier Guys outlet, near me. I will collect the tyres from said office of Courier Guys.
