Run around for my money

I made an order of a sunflower skirt on the 25 June 2021.I have been calling sending emails and DMing them, but still haven’t received my items, she has been giving me a run around for the last month telling me she sent it even went as far as giving me an invalid tracking number. Last week I requested for a refund and she said okay but I still having received it and she has blocked my phone number now cause I can’t reach her.
