Russell will not deliver

I searched the internet for somebody who can fix my treadmill. At first Russell was very helpful. He requested me to transfer R1950 in order for him to buy the treadmill motor which I needed. We agreed that he would come the following Tuesday at 19:00 to fit the motor and service the treadmill. I waited until after 22H00. After dozens of calls I realized that he was not coming. He had a long explanation but it was not clear why he could not phone me that evening. We argued and he offered to refund me. I agreed. Again after dozens of calls he finally gave some of my money back. Again dozens of calls. He did not refund the rest.
