Travel insurance that doesn't pay

Moved to Canada. Took out travel insurance. Got sick. Went to doctor. Submitted claim. Insurance says they paid it. Looks like they've paid it to the wrong account. No one is taking responsibility. Keep on emailing only to get the run around. They never get back to me. It's been almost a year. Ridiculous. Bordering on *****.
