TransUnion refuse to clear credit record because of internal processes

Bongani Mhangwane from Transunion Credit Bureau refuses to clear my record after I have provided him with a lawyer's letter to confirm that I am automatically rehabilitated after 10 years. How is it possible that one individual from a company such as TransUnion can halter your future if all other Credit Bureau's clear your records after a court judgment?
