Trans union report outdated

We have been struggling with my husbands credit report for the past 3 years proof of paperwork has been emsiled multiple times and yet no word from anyone. We want to eventually purchase our own home. And to build credit you must make debt. With his current profile status no one wants to give him any credit to improve his score. His profile is outdated. He hasn't been on debt review for more than 5 years and it srill appears on his proflie.
