Paying off debts is made useless by Transunion

What a useless credit bureau. Getting hold of them is not easy. I've used hundreds of rands on airtime trying to get hold of these people. I've paid off all my accounts but still can't get credit. My score last time I checked was on 622. when I asked the consultant I spoke with the reason, consultant then said it's because I'm on caution status. I asked her what does she mean by that,she never gave me a straight answer. I'm not sure If i'm still on the caution status or not. I don't what to keep applying for credit and get declined which will mess up my score. Paying off debts really is a waist of time and money in South Africa if this is what you get. Imagine debts that was settled mid last year, it's been over a year and I still can't get even a cellphone on credit.
