Paying for a non service

Since Jan 2021 I've been paying for a monthly report and every time when I want to view my report, it shows that the platform is currently unavailable. This has been going on since January yet my debit goes off every month. I want all my money refunded and this subscription cancelled IMMEDIATELY!!! I don't see why I should pay for a service I'm not receiving.
