Free credit report not generated

I just requested for my free credit report, I clicked on it and the report did not generate nor did I receive an email with the report. Now it says I have already assessed it. Where is the report and why did it not open ? Everytime I have to deal with this bureau I end up having to complain. Years later and I still have problems with it why ???
