non accountability for response

after receiving my regret letter as an outcome to an application to a position, which I had more than enough experience for, i had the required qualifications and all other required specifications. I called the HR office number that was provided in the letter so as to inquire about the outcome and no-one gave me a straight answer in fact my call was cut off, I am shocked by the recruitment process, legally as far as I know I am allowed to ask about the results. It is unfair that we apply and put effort into our applications but we are not acknowledged.
