I am a foreign national, and as such, I was told I needed traffic register number certificate to register my car at the Traffic Department in Grahamstown, Knight street. One employee, Ms Jongwana told me go to Port Elizabeth once I have collected a number of documents, including these: permit track and trace, screen test (Home Affairs), fingerprints (Police station). At the Home Affairs they told me the permit track and trace and the screen test cannot be issued and at the Police station, they told me I cannot get fingerprints as a foreign national, but I needed clearance certificate from the Police Services in Pretoria. Receiving this certificate from Pretoria only took took several weeks. In the meantime I contacted the Dept of Transport in PE, who told me to go back to the Dept of Transport in Grahamstown, where they told me to go to the Dept of Transport in King William's Town, who told me to go to the Dept of Transport in East London to get the register number. It worked after months, without any of the three documents. Now at the Traffic Dept of Grahamstown they want me to pay penalties of R459 for late registration and to renew my roadworthy, even though it is their fault.
