Watlooo Traffic Department....paid money for nothing.......

We were taking for a ride at Watloo Traffic Department. Paid a lot of money to get vehcile Duplicate Natis paper and licence disk. They told us to collect on Friday, but nothing received... They told us to come back Saturday and Watloo is open ....but no one at Watloo. No Natis paper and licence disk......

I am so lost and not sure what to do. They have all our paper work..proof of address.... ID....ect
