water leak

They came out a week later due to waiting on permission from owner to deal with the water problem. Then they call me as the tenant to advise if its not the meter then its our problem further. Once they came out, we recorded on video that the leak was by the meter all the time. Big loads of water. Now I still haven't heard about a refund seen the problem wasn't on the property. I have paid up my water usage for the whole year in these last 4 months. Now, how do I go further with this?
