Unhappy client

I tested my licence on the 7th of Feb 2022 and I was told to come and check my card after 3 months until this day my licence is not not registered on the system as I've been trying to apply for PDP online and I'm getting an error saying YOU CAN NOT APPLY FOR PrPD AS YOU DON'T HOLD A VALID DRIVER'S LICENCE.PLEASE BOOK FOR LEARNERS LICENCE OR DRIVING LICENCE. Went to Kempton Park to enquire and I was told that even the licence that were tested in January are not yet back so I must come check my licence after a month from now. Minister of Transport us failing us , how can a person wait for so long for a licence . Kindly assist I need my licence
