Traffic offenders must be exiled

I would like to write a very old review that has been with us for a long time. Our South African Road traffic system and the blatant negligence and disregard for speed limits, traffic signs and the general disrespect carried over tp fellow citzens and drivers. I've had it with this country and there " I can drive however the hell I want, because I know I can get away with this attitude" If I could have my way, wich I would probably never, I would fine and penalise these offenders in such a way, that they'll reconsider their actions everytime. I would like to ask the public out there, to please help me find a legitimate way for me to report these offenders, and make sure that justice is served. Does anyone out there know of such a feature, because in a country like this, I highly doubt it, but maybe Im lucky and someone out there can assist me, by reading this review. I sincerely had it with traffic offenders and I wont stop until you get what you deserve.
