traffic infringements causing traffic flow problem

I have tried numerous times to lodge a complaint about a traffic infringement problem, to finally get hold of someone is a nightmare. I finally got a person who can be mailed, but this person just don supply any feedback or respond to hisher mail, and In the meantime the problem just goes on.
