Traffic Fine

I sold my car last year (2014) and received a traffic fine 11 April 2015.<br> The person that has bought my car have not registered the car in his name since he bought it.<br> This matter was reported 3 times to the traffic department in May and each time the matter gets referred to someone else. <br> I am still currently waiting for a response from someone.
