Traffic Departments are the worst service delivery agents ever

Why oh why are there no solution to better the services of the Traffic Departments throughout South Africa? Most people have to take leave just to have a license renewed... The worst part is that when your queue finally seems to crawl slightly forward, you are either told that the system is slow or worse, down. We are doing our bit by obeying the law and paying our dues. Is it reasonable to wait for hours in the sun to do so, or having to return the next day because “our offices are closed now”? I realise this plea will fall on deaf ears, and it will continue to get even worse. But it helps to blow of some steam, being in the queue now for 2 and a half hours and slowly getting nowhere.
