Traffic department RANDBURG- Service standards are so so poor

I app**** a duplicate certificate for my vehicle two weeks ago and today (25.10.2019) when i went to collect, they said, it was not authorized yet. The excuse is 1) They are short staff 2) There is no electricity so they could not. On the forms, its written "Collect a duplicate certificate in 5-10 working days. REALLY? Clearly, they are faking their service standards. It sucks.
