Traffic Department - Private citizens not allowed to drive fast even in emergencies.

Today my brother goes to traffic department and they tell us we have to pay R2000 for going 110 in 70 zones on main road through Albertsdal. My niece stopped breathing and in panic stations we had to rush her to hospital, we have time from the hospital when they arrived proving they weren't speeding just for sake of it. The traffic department wasn't interested in what we had to say, seemed like she didnt even listen to word we said and tells us sorry you must pay R2000. We are currently not working now must find money somewhere, because according to them we aren't allowed to drive fast even in an emergency......
