Sea Point Traffic fine

I want to just say, For all those so called traffic guys hiding behind the trees ,I am sure that the law clearly states that any saps vehicle or person operating should be visible.<br> <br> and also just to include, getting a fine in-between houses for going over 40kmp/h ?? I am sure that there should be a board which indicated the speed which you are supposed to drive and that there is a camera up ahead??<br> <br> your responses would be appreciated.
