Registration and opening time for the department

As per the website the department opens at 8:00-13:00 on a Saturday but when I got here at 8:20 the doors were already closed and locked by security saying they are taking anymore people as the place is already full because the take a specific number for the day as it I a half day. My Delft and the other people still standing at the door we demanded a manager and a man walked out, he told us that he is not taking anymore people. They would rather send us to other traffic departments or come back on a different day. It's now 9:17 and there's about 20-30 people standing outside still hoping to get in. This is acceptable, it's very inconvenient and either the public or the government needs to do something to bring change here. We demand better services.
