Poor service

Went to the traffic department at Green point (Cape Town) two weeks back (got there at 2pm) and when I got there I was told that the system was offline and would not be assisted, the employee I spoke to told me to come back another time. I get there today at the same time (2pm) and was told by the employees that they were closed. Mind you, they close at 3:30pm and they told me to always come before 1pm because they close at 1pm daily. Now what the hell is this? I left early at work to get there before 3:30pm and traveled a flippen long distance to not be helped. Poor service????
