Paying for expired car licence disc

I am driving my younger brother's car who work and stay in Rusternburg, I am in Pretoria. The car licence has expired, he has tried 5 times to re-new it at South African Post office with no luck, at some stage they send him to traffic department he went there, he was cut off before he pay in Petroria Centurion, these young man he is working under a very tied schedule he only get off once in a month, obviously the traffic deparment will be closed. I tried by my side as I got been issued with a traffic fine for driving a car without va**** licences disc. I failed at post office, they say the address on the form is for Rusternburg, but actually the adress is for Pretoria, so they refer me to Watloo testing, ground , now here I knew it, there is just so many shaddy people loitering there, when you enter they offer to help you. I actully knew that I will not come right in Watloo anyway, I took a chance. they turned me back for proof of resident, I explained the owner of the vehicle is in Rusternburg, at leat let me pay, I will bring in the proof of residence to release the disc, No they refuse, you know why? the group loitoring the yard there together with traffic department employees are just creating all these mess, because we law abiden and good citizen of these rotten country we refuses the so called my brother can I help you. How the hell will they get to help you, handing in vehicle documents with very crucial document of anyone and they get it right, but not us good people and the owners or at least my brother or my sister if not my parents. Who ever is reposibble of these department must ****** come down get out of aircon office and clean all these *******. If he/she does not then we know he is with the ******* employees in his department so that they slicit money from very law abiden citizen of these country by issues silly traffic fines that could have been avoided if people start doing their work.
