No service from Traffic Dept, Constant complaints about one Parking area

Good day, I park at Wynberg Station Parking bays (Park n Ride) and constantly have to battle to pull my car out as I am Parked in by Taxi's by other Park n Ride commuters who cannot find parking and constantly park you in. The traffic department as well as Tow trucks insured me that only The Traffic dept may tow cars away BUT to call them daily - sorry this is no exaggeration. I battle every afternoon at 5pm as some think its okay to park people in - and leave the car. I would have no problem if they were in the car - hence I could ask them to move, But the car is parked behind me, locked up and no driver. Please Please assist. Not only from me but from Others too.
