My Mobile Phone Taken From Me Without Explanation

I was at a stop street and on my mobile phone, traffic officer came over to me, took my drivers, gave me a R500 fine and then took my mobile phone. Was they had taken my phone they told me that its now been impounded and that I must pay an additional R1100 fee for \storage". I went in to the department and spoke to the most senior officer I could find. Mr A Kuhn which verified that the standard protocol was not adhered to by officers.
