low customer service

in the past 2 months the traffic department has been sending messages regarding outstanding fines with the following info and contact number:

CLICK THE FOLLOWING LINK : /http/finestatement.co.za/FL.aspx? ********** ********** 9 to view statement of fines or Call ********** 126 Urgently!

as per the message I attend to,the site and call the number. I've been to Stellenbosch to enquire about the fines and a lady helped. I ask if I could pay at the end of July. She agreed. Made no note of it anywhere

as oer the demand on sms, previous times I called they said they would call back, never did. Another time the customer service liason cut the call, I called back they answered but dropped my call while I was talking. Today I recieved the same messages and according to the message, I urgently contact them. I got through to "Nelly in reception" who also told me "unfortunately she couldnt help but someone would call back." No call back.
My problem is the wording used in the messages considering I never received the actual fines they are demanding payment for, and I am willing to pay once I see the offence. But if they going to send demands and threats, surely they should attend to their source of income when their call is returned. Consider sending the demands after payday, not middle of the month when people havent got the resources to settle the amounts. Surely they can see the 3 fines have become ONE and based on the resolving of the fines, acknowledge that one is willing to resolve the matter. To add that I am a "habitual traffic offender" for fines recieved in 2015 and none in 2016, is unacceptable for a department making demands especially if they send out requests to be contacted but are actually not contactable, they have no sytems to record conversations or agreements, and no honourability to call back when they give their word. The ONE fine will be paid as was said to the person in Stellenbosch offices!
