Kempton Park vehicle registering office rude and unhelpful

The Kempton Park traffic registration department is the most frustrating place I have ever tried to do business with. Every time we try to hand in paperwork and get our trailer registered, we get sent back with some new requirement. this last time they asked for my Marriage certificate as it is "hearsay" that my Wife of 35 years and I are actually married! I find that both shocking and insulting, but if I want to follow the law then I have to persevere through nonsense like this! On line registrations cannot come fast enough in my opinion, these people are either not trained to have customer service professionalism or they are deliberately rude to people who are unfami**** with their multi fold process. On top of it, I went to seek help from the manager and he was just not polite at all telling me to be quite so he could read the documents, then he gave me a wrong direction to follow to get another piece of evidence. A totally ridiculous experience and I pity all those who are subjected to it.
