Incompetence At Every Level

Went to the traffic department in Midrand. Took off early from work to renew my licence. Arrived just before 3pm and there were no workers available for assistance. After nearly 30 minutes of waiting, someone came by to tell me they're closed for the day at 15h30. Returned the next day again around 12, and I was again informed that they're unable to assist me because they cut off any persons arriving to renew their licence after a certain time. How is this possible? I went to the main building to then pay a fine, and even there they wouldn't assist, creating some weird excuses. So basically at this point I can't complete the renewal process, I can't even get a form to take home to complete beforehand. And they won't even accept me paying my fine. Why issue me with one then? The incompetence is beyond a level I've every dealt with. I can't imagine how staff can simply dictate when they'll stop working, don't show up at the counter or send me away when I want to pay for something.
