Identity theft

I bought a car last week and i was so excited before i went to the traffic department. What i discovered is that the department registered an opel cardet for someone who isnt me some 10 years ago. l have now been told that i have to pay close to 5000 in areas for that cars licence disc. I failed to get help from the department as the Laanglaate traffic department was so full.
