Horrible

<p>I went to the department to try and and do a change of ownership,.and i was told the car owes money ,i asked how much mind you this is a car that has not moved since 2005 , they woulnt tell me,instead gave me a number to call ,and my question was how do we pay for a car that hasnt been moving since 2005? And they keep telling different stories ,my partner was told he must go register the car at the department of transport ,.since when though .the car has been registered and it didnthe roadworthy test .all tht is needed is change of ownership and get the car disk..Please assist as this Govenment department is failing..</p>
