Help me get my license

I have app**** for drivers license at Nebo traffic department in Limpopo on the 28 June 2018 I still haven’t received my license...I have been doing follow ups so many times checking my license, they always say “it has not yet arrived at their department” when I ask what a problem is they said my finger prints were not approved, I kept taking more finger prints but I still didn’t get it.... I even went to the manager’s office to lay a complaint he said it’s the problem with were they print the cards it’s not their problem, he tried taking my finger prints on 2019 but still when I go check it it’s not there....their service is very poor, I don’t know what to do anymore... I am tired of renewing my temporary license.
