Government needs to correct their unqualified HR staff who has no clue of what their jobs entails

I honestly believe SA government services deserves a -100 rating. Messing with peoples hard earned money so that they can cover up where they *****ed themselves up the **** shaft. Its been more than a year and they deducting monies that was paid. Meaning they have breached around 3 (three) agreements they had with me. Who do i contact in order to get get this issue elevated above the department of traffic services. I really believe i need to involve the courts Please provide assistance
