Contradicting Rules

<p>How is it possible that the traffic department can issue and renew a car licence on a ****en name, but they refuse to do it when renewing your drivers license,just because your car was register on your married surname. If so, why cant you provide your marriage certificate as proof,which are allowed by the banks by the way. Also they now suddenly require FICA documents but they don't apply the rules!</p>
