Complaint against traffic department

Actually zero rating.. 2 weeks 3 days wasted.. because of neglegtance and incompentancy , refused service after a certain time - before 12..due to arrangements and work that need to be considered to make appointments for taking time of to go do my licence and my renewal drivers licence.. im at no work no pay .. at the gate they refuse to let me go in , saying that if im not there at 8h i wont be helped. My explaination that due to my work i cant do it other than what time i was allowed to do my entrance at traffic department, i was told to "F" off" by the gate security.. when i asked them can i at least get the needed papers.... again I was told to "f off... and i should not make my problem theirs.. they wisk theire hands in a chase wisk away turned their back on me and left me without any other choice as to write to you.. how and when can a person be helped.. ? Please help
