CHange of adress and licence renewal

<p>I have been trying endlesly to pay my vehicle licence so i can be a legal citizen of our country. Unfortunatelty the traffic department in Western Cape just wont be of assitance. Firstly they wanted me to go back to Johannesburg to renew my licence there or do a change of adress. So now licence been expired yet I got the needed documents they requested from me change my adress to Cape Town. Yet still refusing to assist me in paying my vehicle licence since now it has expired and they wont do the adress change becasue of this. They trying to force me to go back to Johannes burg and pay my licence there then come back and change my adress. How do people just expect you to leave work etc etc and go to where ever to do what ever they want you to since not everyone has R5000-00 laying around to travel up and down. And how can any licencing department refuse a citizen to pay for their licence and encourages *******ities to take place ?? This just isnt fair and im getting no help from no one ... everyone just seem to have their own theorie on this matter. If there is anyone that can help me to please just pay my licence in Cape Town in order for me to remain a legal citizen.</p>
