Bad Service Lack of Information

Kindly note i think this is honestly day light *******.
i have bought a vehicle last year and was never informed and told bout the 21 days period and after will be charged a penalty when not paying and not myself or the owner before has been notified regards to this.
i really think it is unfair that i will be charged a penalty fee of about almost R500.00 to get the vehicle on my name. which i was at the promenade branch and waited there in the lines that i waited in for about more than two hours last year about September which it was told to me they cannot assist me and that i have to bring documentation that was not said before. they said i have to have the original yellow paper and the blue form with my ID and registration papers of the vehicle. so it has been really a back an forth thing which i will have all the documentation before month end and so then i will be able to go stand again in these horrible lines that are at the traffic department.
i have called the call centre to make sure that this is all i need and then they said i must have more documentation of a letter saying the previous owners sold vehicle to me. it has been a crazy time with business and work and my husband as well being away so i could not come around to do this he has been on business. so now again i have to contact the people which they are never in cape town and as well always on the road. so why was all this information not told to ,e in the beginning.
and the cherry on top the call centre when you owe money its as if they cannot assist properly and the manner they have spoken to me they cannot even offer me a solution.
so i really hope you can assist me with at least withdrawing the penalty fees so i can sort this all out ASAP, that is really the least i ask due to it is way top much at this moment in time.
