Bad service for 4 days

My license recently got ******. I went to the traffic department on day 1 to get a temporary license and order a new license. problem 1 they wanted me to do an eye test after only 2 years of having the license problem 2 they send me away because they close at 2 and it was 2:30. They give me a form to take home and fill in. On day 2 I go back to be told that I have to fill in a new form even though the previous gentlemen told me I could just bring the one he gave me. Upon doing the eye test I get directed to the counter for payments. I sit in the line for about and hour and half while only 4 counters are active. Eventually I get to the counter and he tells me I need to get him a proof of address of which i was never told at reception by either of the people who assisted me. day 3 I return to the traffic department with a proof of address, now keep in mind I live in my dad's house and don't have any accounts. regardless of the same surname he send me away and accuses me of lying and trying to argue once I tell him my bank statement does not have any address on it. on day 4 I return with a signed document that states I live at the address mentioned, I then show him the bank statement without the address and I don't even receive an apology. The service is absolutely ridiculous but there is nowhere else to go right?
