Bad service

I am at the Joe Gqabi traffic department in lower cross roads. I arrived her at 07:00 am it's now 11:00 am and still have not been helped. The employees are busy on their phones 📱. The don't care about all the people standing in a line outside. I been waiting to book an appointment for license for 4 hours.
