Bad service

Today I went to Maletswai Traffic Testing Centre and wow when i got there buglars were closed, told the lady i am there to renew my disc because it is expiring. The time was 13h16 and I was told that they are closed and are on lunch. My question is now do services wait because they are on lunch or are under staffed
