Bad customer service, traffic department

I'm currently queuing at the Bochum traffic department, I have been waiting for more than 2 hours and we only 10 on the queue,

Only one cashier helping customers , the rest are just seating doing nothing. No one to assist with conducting he queue.

The service is extremely bad.
