Bad attitude " Traffic officer"

Today I had a very bad attitude from a traffic officer who was operating by off ramp of olifants road to N1 south. He stopped me to give me a fine for not following the rules of the road which I had no problem with, and I asked for forgiveness and let him give me the ticket as I was rushing to work, cause I was even getting late for work. He asked me for my details which I provided fully. But the guy insisted that am giving him wrong address. Surprisingly he doesn't even know where am staying but instead he kept on and on saying the address is wrong. He took my license continue working and left me hanging. He said when am ready to give him the right address then he will give the ticket and my license. I kept on begging him, we spent all most an hour and I was already late for work. I told him a have to go open the pharmacy at 9am cause my patient is going for an operation by 10am sadly I was still there with traffic officer by 10am. He threatened to arrest me, I asked for which offence he doesn't know. So I later asked his colleague how to resolve the matter, he simply said to me "write the address you know is correct" I gave the same address and the matter was resolved. How do we deal with such officer with with that very bad attitude.
