Aggressive behaviour by public servant

I went to Sandton traffic department where I was asked what I was requiring, which I rep**** a 14F to register a 2nd hand vehicle I had purchased and was sent to queue, where I waited at for half an hour, to then be sent to an office where a 14F is processed. When I reached the office I was confronted by Mr Thabang Selepe who told me that it could not be done because the one and only scanner in the entire building was disconnected due to renovations and had been and would remain this way indefinitely. He told me I should go to either Midrand or Lanlaagte to proceed. I asked him if it was possible for me to scan the document and email it to him whereby he became aggressive telling me that he had already told me my only options. I do not accept and will not tolerate his aggressive behaviour and rudeness. He is a public servant and I indirectly pay his salary through my taxes. I asked to speak to the general manager of the department but was told she was home sick and no one was standing in for her. My assumption is that these public servants are deliberately not helping the public to create havoc. How is it possible to register a vehicle in South Africa with this lack of cooperation?
