WORST ******* DEPARTMENT EVER

I hate the mentioned department by passion, This year an official changed ownership of my car without me being there as a result my car was sold behind my back. I currently don't know which process to follow to ensure i report this because the number provided to report *******ion is not being attended at all. I need answers on how did they change my car ownership without me.
