Failure to issue license

Hi good afternoon i have a problem with a guy at bellville traffic department i was busy with my code 14 license then he said the is a problem with the system so i couldn't get my temporary license after paying him all the money 11thousand rand to rent the truck for a few lessons but now hes sending me pictures of my temporary license and expecting more money from me the guys name is mr H mongwe. on the temporary license the guy that issued the temporary license name is ZP mbatha please can anybody help me 😔
