Unprofessional service

I've raised complaint over unruly, unsupervised children in our complex with Ginette Bezuidenhout. It feels like I am liasing with a brick wall. The children in our complex are running amuck ,screaming, throwing things, damaging the grates for the drain, kicking the bins, kicking ***** in the common area, littering, climbing trees, all completely unsupervised. Ginette has asked me if I knew which unit number they reside in as they can't do anything. I mentioned I have no idea and suggested viewing the video footage from the security cameras they have set up around the complex, sending a letter to all residents in the complex and perhaps asking the guards to assist in controlling the kids. Ginette replies to me saying that it is against the law taking photos/videos of children. Trafalgar this is very unprofessional.
