Dogs being used as a dangerous weapon it's ******ion

I live in waterstone park estate Gauteng ,run by Trafalgar property management, we have had 1 dog attack and 2 very close calls with dogs right in front of my home over last 4 years with people impersonating the SPCA taking the dogs. It's a nightmare and I get no help what so ever .I'll take it up with csos
