Tracker unreachable, they do not answer their phone, tried numerous times

Tracker has confirmed via telephone that they're taking on my husband as a customer, have all my husband's details, etc, but do you think we can get hold of them? No e-mail confirmation sent of the contract. No communication re when the tracker will be installed. We have tried to phone them numerous times, you just get to listen to music for ages. Why are they unreachable?
